Evening, rather. In the morning the vitamin C serum takes priority — it works as an antioxidant and protects skin through the day. Peptides instead support the skin at night, while it regenerates. So apply them in the evening to clean skin, under your night cream.
If you want to, you can use the serum in the morning too, under a moisturiser and SPF — it does not clash with anything. But if you have to pick one time, make it the evening.
Morning order: cleanse → toner → vitamin C serum → eye cream → cream → SPF. Evening order: cleanse → toner → peptide serum (or retinol) → eye cream → night cream. The texture is light with a faint pink tint and absorbs quickly, so it does not block anything else in your routine.
